Defending a facility or key personnel against terrorists and organised
criminals is highly problematic, even discounting recent world events.
Well trained security operatives, CCTV and close links with local law
enforcement will only provide a reactive capability. In addition, static
physical protective security can be overcome by resourceful criminals, who
engage in planning, rehearsals and surveillance prior to attack in order to
identify areas of weakness. Often conventional security measures do not take
account of these 'soft' pre attack preparations. The effective detection of
these pre-operational surveillance methods in addition to procedural and
physical methods should help to mitigate the possibility of criminal attacks.
